     CISKAT is the Case Information System (CIS) for Kerala Administrative Tribunal (KAT). CISKAT facilitates KAT to have track of Applications from the receipt (filing) stage to the disposal stage. THE KERALA ADMINISTRATIVE TRIBUNAL


By section 46 of the Indian Constitution (42nd amendment) Act, Part XIV A was inserted which relates to Tribunals. Article 323-A contained in Part XIV A stipulates that Parliament by, law, provide for the adjudication or trial by Administrative Tribunals of disputes and complaints with respect to recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the Union or if any State or of any local or other authority within the territory of India or under the control of the Government of India or of any Corporation owned or controlled by the Government. In order to establish the aforesaid Administrative Tribunal for the Union and separate Administrative Tribunal for each State or a Joint Administrative Tribunal for two or more States the Administrative Tribunals Bill was introduced in the Parliament. In order to give effect to the said constitutional provision, Administrative Tribunal Act 1985 was enacted by the Parliament. The Kerala Administrative Tribunal was established in exercise of the powers conferred by sub-section (2) of section 4 of the Administrative Tribunals Act 1985. The Government of India published notification bearing No.G.S.R 705(E) dated:25/08/2010 in Gazette of India (Extraordinary) Part II under section 3(I) declared August 26 as “appointed day of” Kerala Administrative Tribunal within the meaning of clause(c) of section 3 of the said Act. The object of the establishment of Kerala Administrative Tribunal is to deal with grievance of the persons coming under the Act. The Kerala Administrative Tribunal was started functioning on 22-12-2011 with Honble Mr. Justice K. Balakrishnan Nair as the First Chairman. The Principal Bench of Kerala Administrative Tribunal is functioning in the old Collectorate Building at Vanchiyoor, Thiruvananthapuram. The Additional Bench of Kerala Administrative Tribunal, started functioning on 14-02-2014 in the premises of the old building of the Honble High Court of Kerala was shifted to Mercury chambers, Sadanam Road, Jose Junction, Ernakulam in the year 2017.
the establishment of Kerala Administrative Tribunal, the Honble High Court of Kerala ceased to have its jurisdiction of service matters pertaining to State Government Employees and the employees of the Government schools and colleges of the State. By virtue of Section-15 of the Administrative Tribunals Act 1985, Kerala Administrative Tribunal is vested with all the jurisdiction, on powers, authority exercisable by all courts (except the Supreme Court) in relation to all service matters of State Government employees. The original decision was to establish a Tribunal consisting of a Chairman, one Judicial Member and one Administrative Member. But having regard to the enormity of workload, it was felt that the Tribunal can be an effective substitute for the High Court only if there are three benches to adjudicate the matters. Hence Government of Kerala enhanced strength of members from three to six . The Administrative Tribunal Act 1985 provides the adjudication or trials by Administrative Tribunal of disputes and complaints with respect to recruitment and conditions of service persons appointed to Public Service and posts in connection with the affairs of the State. The Kerala Administrative Tribunal (Procedure) Rules 2010 and the Kerala Administrative Tribunal Rules of practice 2011 are regulating the procedure and practice of the Tribunal. In 2021, the Parliament have passed the Tribunals Reforms Act 2021 (33 of 2021) and subsequently passed the Tribunal (Conditions of Services) Rules 2021. Now the appointment of Chairman and Members and their service conditions are governed by this Act and Rules. The Kerala Administrative Tribunal has its own website www.keralaadministrativetribunal.gov.in. Details of cases filed before the Tribunal are available in the website with search facility. CISKAT is the Case information system (CIS) for Kerala Administrative Tribunal (KAT). (CISKAT 2.0) project is almost completed, which facilitates KAT to have track of Applications from the receipt (filing) stage to the disposal stage . Various activities between these stages would be recored. Required reports, queries, summaries, status etc. can be generated from the system. Cause list,judgment, Case History, Case Status etc. CISKAT 2.0 will enable the Tribunal to make its functioning completely transparent. Kerala Administrative Tribunal Reporter (KAT reporter) published by this tribunal contains comprehensive coverage of decisions rendered by this Tribunal.
